cecil steadman, and everyone under him who knew how he operated, commited numerours atrocities to "keep the world safe" or rather prevent specific social circumstances unfolding and forcing violent change, yet was perfectly willing to use violence against that change, or even employ those who were once agents of that change.
Rudy/Robot's means were the same.
There aims however were different. Cecil wanted things to continue roughly as they were, and develop based on the powers and wills of those who could control goverments, not ruling the world OR really preventing it from harm, only stopping things that could potentially destroy it and the consequences be damned.
Rudy/Robot wanted to enact his specific utopian ideals. As far as we can tell this does not yet extend to the genocide or mass population control he enacted in the other universe, but we dont know. It appears to be an extension of a modern information state to an nth degree, except with an infinitely powerful "uncoruptable" robot police force in his robot army.
(on a side note Mark really fucked up by not getting Allen to ask Rudy/Robot for a loaned squadron of his black robot police, those things could massacre an unprepared Viltrimite army so long as they were in an atmosphere)
