Not only does Mexico have ongoing paramilitary Cartel action, but since the Govt is comically weak and corrupt it could fall any day without warning and maybe new Govt suddenly friends with unfriendly Govt that suddenly creates real threat on border. Probably not for reasons but WTF else should US Army be?
More likely ongoing low intensity revolution/corruption will spill into USA in a meaningful way. Take out US Navy base at San Diego with shit heating up with China in Pacific, and Cartels officially take control of LA Govt leading current mayor, sheriff and chief of LAPD around at some nervous press conferences telling everyone the water and power will remain on.
