I'm inclined to say yes, but I will say that after some rational thought, I really don't fall for the "B-breasts aren't sexual guise!!" line of reasoning.

>something we evolved to recognize as a symbol of fertility and aptitude for motherhood, so therefore seeing them puts us into reproduction mode
It really becomes a question of how Puritan we want to be about our sexuality, which IMO is a debate worth having. Something useful and utilitarian like public breastfeeding should probably be allowed but it's still a definite benchmark on the road to a morally relativistic (and therefore decandent, postmodern, divided and weak) society. As we make more decisions based solely on scientific materialism we stray further from God.
