Complete bullshit and not backed up by anything. As long as the noob is progressively overloading, whether it's by doing more reps/sets or adding more weight it doesn't matter. Again, in the long term, simply doing more reps/sets BEFORE adding more weight - so for example progressing from 3x8 to 5x12 and then increasing the weight - is a far safer and better way of training then doing memeX5 for 6 months before starting hypertrophy work.
