Somebody has never heard of furloughs or budget cuts. Though admittedly, I have seen a couple cases of people who stuck around way too long for what they were producing. I'd also direct your attention to the outcome of the Air Traffic Controller strike during the Reagan Administration where the President just basically told all the strikers "don't let the door hit you on the way out". Firing absolutely happens, it just looks different and takes longer.
