Essentially, the nations that were involved in colonialism banded together under their own trade bloc and had their own exchange of ideas, culture and technology between themselves. Countries not in this bloc just didn't develop in the same path.
The Ottoman Empire wasn't backwards from start to finish. They just didn't get into Colonialism to enrich themselves as other Nations did because they were already wealthy through the Silk Road.
