Some countries are ranked lower than expected (Canada) because they also learn other languages, i.e. Finland (Swedish, Finnish, Saami), Switzerland (Swiss German, French, Italian, Romansh) Singapore (Malay, Tamil, Mandarin) or because the "minority" languages are not that minority i.e. In Spain the 2rd most learned language is Spanish and in Turkey the 2nd most learned language is Turkish , but mostly because of immigrants (they just learn the official state language or don’t give a fuck) i.e. in the United Kingdom and in Germany 10% learn the official language as a second one (English and German)

The French French population isn't that large, but Canada saw {and to some degree still sees} a pretty heavy influx of Levantine Christians, most of whom spoke French. Canada also tends to get the good immigrants from the former French colonies, because they know the chimps go to France.

-Latvia (67% Russian vs. 46% English)
-Lithuania (80% Russian vs. 38% English)

In the UK the most spoken secondary languages are French (19%), English (10%) and German (6%).
