It's all because of how she handled Luna's banishment. Is she bad? Probably not but how you view the events changes the whole situation.>She knew Twilight would set her free, the prophecy said so therefore what she did is okay.
So she gambled with her sister's life for a hope that the chosen one would reveal themselves? Now in fairness this does have some weight to it because she always looked for the chosen one by tutoring talented unicorns personally. Though what if they were never found? Just because that wasn't the outcome doesn't make it okay. If I stab someone it's okay because they didn't die? Same principle.>She did it to purge the evil from her sister.

Nightmare Moon protected Equestria as well. Her whole reasoning was because she wanted to be a good ruler she's just cold because of how she's been treated.>She regretted it ever since.
She lost her sister, friend and companion to be with her through the ages. Only once it was done did she realise the sheer magnitude of her actions. She loves her of course but if it made her sister happy she should have walked away. She was the element of kindness and generosity and could have given Equestria away knowing it was safe. If exile is what it took to make her happy then so be it.>NMM said she would destroy Celestia therefore her banishment was justified
She never pressed her advantage when she was on top of Celestia the whole time before. Why pause? She must have relented and decided not to finish her off. When presented with the chance to do so in her timeline she delivers the same punishment and leaves it at that.
I just can't look at things from Celestia's point of view and say that was a mistake. If she was visibly panicking and fighting for her life then yeah I would accept that but that's not what we see.
