I'm going to collate some of this info into tangible fluff
>Starting HereAs far as Shrine Worlds go, New Regina is one of the harshest. The complex labyrinth of ravines that criss cross this planet may have once housed mighty rivers, but most of this water is sunk into the planet's clay foundations, only emerging surface side as small pools in vast salt deserts.
Here, thousands of pilgrims begin their ascent to the vast Imperial Temples upon their towering plateaus, in their exquisitely carved and painted glory.
On the way, the swathes of pilgrimage will have to weather ferocious sand and dust storms, and very rarely, contend with torrential deluges from the skies above.
Atop the plateaus, the Ministorum reigns supreme, with numerous fortresses, temples, shrines, statues and other architectural works dedicated in the Emperor's name. They are attended by a token Administorum Presence.
In the ravines below, the demands of commerce have created an extensive man made tunnel system into and under the canyon, such that those wishing to profit from the influx of new customers have somewhere to sell and somewhere to sleep.
These myriad vendors and tradesman are kept in check by a rather zealous and persistent organization of "Devout", who "Demonstrate their faith" by keeping the local populace in line.
These Devout are managed in turn by a small cabal of wealthy businesspeople. This cabal bows in deference to the Ministorum, but conduct more sinister business behind their backs.
The Inquisition stationed here are tasked with rooting out the criminal and heretical underground that has set up quite literally beneath the Ministorum's noses, in the myriad canyon tunnels. The PDF are eager to assist, but ultimately controlled by the cabal, who play a very convincing innocent facade.
