It was also inconsistent with the conversation on their ride TO Manchas' place. The Sheep officer is among those to say "It'd be awful if they drummed her out just for being a predo." They all know she's worth more than shit-talking about POSSIBLY being into Predators.
Thing is, their society is so Pred/Prey charged, any possibility someone could be stepping over the line is shocking, scandalous, and oh so juicy. Judy has a standing reputation for never being with "any" man, so any affection to/with a fox? Hmm. EYEBROWS WAGGLE.

Bucky also has a dog in the fight. He and Pronk are in a relationship on the downlow, and other officers gossiping about "lurid" relationships just got under his skin. In this case he probably doesn't know where Nick and Judy stand or care.
He just REALLY wants to set the tone for if and when he gets caught being "too" friendly with Pronk.
I think you're right we've seen quite a few characters in the Burrows make presumptions about Nick and Judy. I'm ... leery of having too many after they leave the Burrows unless Nick and Judy are really telegraphing the choice they've made.
