We know that he thinks she is hot, and he was willing to risk his life for her when he thought Al is going savage and will kill her. As for emotions he would probably be happy with anyone showing him some love.
Why would she settle for someone scrawny like him? Well if Shep and Omar are her bros she migh have preyophilia in her blood. Maybe considering she lives in rough ghetto she had some asshole boyfriends in the past, softer guy like Remmy might be appealing. Or simply he might be the type of guys she is into, they might just have enough incommon to like each other romantically.
One way or another there is not enough evidence for any of the ships. But these are some of the things that could support Sheepdog.
