Focus lines on the background to convey the direction of the action. They converge towards the destination (panel 1, Tenshinhan), the direction (panel 2, Tenshinhan aiming at this direction), the focus (panel 3, Piccolo sneakily appearing, panel 4, Tenshinhan's hand being the focus). In panel 5, they convey the idea that Nappa was going bottom left, but Piccolo brutally stopped him right in his tracks.
And that's only with focus lines.
I haven't started with the actual body speedlines which Toyotaro fails at all the time. Nappa has clever hatching on his armor pectorals and speedlines on his stomach in panel 1 to convey his speed. It's not just the focus lines telling you he's going that, his body does too.
Tenshinhan in panel 2 has very intelligently placed speedlines. Just on his hand. Not the rest. Toyotaro would have put them everywhere. In fact, the speedlines aren't even "on Tenshinhan's hand", they're at a FEW select spots on his hand, like his palm and the top of his fingers. This is how you convey movement.
Panel 4 makes it even more clear with the lines surrounding Tenshinhan's hand, showing it stopping right in its tracks.
