We've got Goku, also a low-class saiyan, with his powerlevel sitting around what, 400? From being raised in the weaker gravity of Earth
However, once Goku spends just a single year in 10x gravity he's at something like 8,000 (without Kaio-ken)
Raditz was still just a child when planet Vegeta blew up, so it's unclear how much is own powerlevel of ~1,500 was influenced by planet Vegeta's 10x gravity, or how often he fought in that kind of heavy gravity
But let's assume all things being equal, Raditz' 1,500 was the result of 10x gravity
So Goku greatly surpasses him, but Raditz probably never got that many Zenkai boosts during his life, since he always had Nappa and Vegeta with him to help with tough fights I doubt he was ever pushed to the brink of death before
I'm gonna go ahead and say he probably had a lot of potential. If he trained, learned to control ki, and all that other shit, maybe he could have kept pace with Goku and Vegeta
However, I doubt he had the potential to ever become a Super Saiyan.
It's also kind of funny to realize that even in his Great Ape form, he'd only be at 15,000 - meaning fucking Cui could still kill him easily
