Keep in mind that Goku only had Toppo and the Trios de Dangers as a guideline (all whom are at least SSG tier) and he still had faith in Roshi and co. So I disagree with the idea that this places the other fighters at Roshi's powerlevel. What we know for sure us that they were below his skill level. Hell, Jiren was technically below Jiren's skill level too. That's why we got Roshi's faux UI scene, after all.
