I always felt it was tricky to rate TT in comparison of the other arcs when it's arguably one of the most different from the rest with the combo of having a more slice of life-y, "everyday" tone that also has way less of the Seinfeld-y air the non-serious scenes tend to have (not meaning this as derogative); having a non-Araragi PoV with the most history in the series up to that point, thus having plenty to put into a different light; arguably the most cathartic and meaningful character conclusion; and Hanekawa in general being an interesting approach for a character who otherwise has a firm head on the shoulders and is a very capable person, but is saddled by the negative effects of her childhood, and the coping mechanisms she developed trough it. All of this comes together into an arc that doesn't really represent how the series usually is, but it excels at being the culmination of the series' identity of characters facing personal problems that feel true to the archetypes they represent, but they themselves are treated like actual characters.
I still get why it being a top 3 material in the list is apparently an unpopular opinion here, but it's totally deserved as far as I'm concerned (hell, I'd put it at #1 personally), and while Hitagi End has its own set of qualities that also easily justify its place in the top 3, I'm not as fond of it as I'd like to be due to it being tied to Nadeko Medusa, an arc that IMO was more concerned with having a yandere character in the roster and stereotypical sense of deconstruction (what if the designated moe character was... not moe, but yandere?) than treating her with the same respect the other characters got up to that point.
