Outlaw employs humans to gain information, which every Flame Haze needs at one point or another, so I see no problem that so many are part of them. Humans do the menial jobs I guess, the reason you don't see humans in the army is because that's not what their job is, they are useless in that.
A few hundred Flame Haze, still actually means they are quite few, when you count the fact that possibly that is all they have. Compare it to the billions of humans living on all Earth, that's not a terribly huge number.
Outlaw froming an army of Flame Haze is actually a good point, because it isn't really clear to me how that happened either. It is probably because the anime was way too fast with this part, that's why I didn't get it, but I guess it happened because of necessity. Sophie somehow managed to pull this off to answer Bal Masque's agression.
