Frieren doesn't pay any attention to these things for two major reasons
One, it's primarily a story about people rather than the world, and specifically about Frieren's inherent disconnection from the human world as an immortal elf and the journey she takes. Authorities are only relevant to story in as much as they impede or assist her party's travels, lore dumps would be utterly counterproductive.
Second, as far as I can tell Frieren doesn't have much in the way of states because the war with the Demons annihilated most of them and forced the remainder to join together under the nonspecific neo-DQ "kingdom".
Either way, muh worldbuilding tards need to fuck off back to /wbg/.
