Rather than Loli being determined by soley mentality or physicality, I think of it as a sort of point system where if you get enough points in both categories you count

Things are weighted more heavily towards physical as if she has zero physical points but all the nonphysicals the character is obviously not a loli, but all physical and no mental means she definitely is one, just a different archetype like lolibaba
I think with this system we can grasp the outliers, like Abigail (Top, 4th from the right) She is taller than one might think looking at her, so judging from the chart only she isn't a loli. However, she is quite flat and has some loliesque proportions. More importantly, she has the innocence factor down, exhibits many childlike behaviors, and is framed as a child in the story (This contrast with her more foreigner oriented side gives her extra appeal)
Compare her to Nagatoro who isn't really considered a loli by the majority of people. This is because while she does pass the physical side, she is framed as a high schooler with flat proportions within the story. To contrast, Jack (far left, middle) is framed as childlike even if she's taller and has wider hips than Nagatoro, so she counts whole Naga doesnt.
