The fourth movie will be about her growing increasingly unstable in the face of Madoka's absence. She will despair, at first, and then come to question Madoka's role as the savior of mahou shoujo. Eventually she will grow bitter over what she sees as Madoka abandoning her. Her despair will finally culminate in her transformation into a witch so powerful that not even Kamidoka can stop her.
From that point forward, Homura will be the devil to Madoka's deity, and they will battle eternally over the souls of mahou shoujo: Madoka trying to deliver them from suffering, and Homura trying to transform them into witches so they can feel the unending despair she does.
Though locked in infinite cosmic conflict, Homura's greatest regret of all will be that she finally and fully lost Madoka's love.
What she won't know is that for all the evil she has done, and is yet to do still... Madoka still loves her.
