Fiction, stories, anything pretty much, is a defined by its set of data. And that set of data is limits. The story of "Madoka" exists, and does not continue on forever and have unlimited amount of data in it. So yes, the story of Madoka is most certainly definite.
It is also, as a matter of fact, unalterable, to a degree. The original story of Madoka is already done, set in stone. Even if Urobuchi woke up in 20 minutes, tweeted "Madoka is now trans, has purple hair, and clit piercings" it wouldn't change anything, and if you go back and watch the first episode of the series she will still be the same. A story can continue, but once it's told, its data is set.
