First of all the whole reason she's at the pier is she's upset, and the reason she's hanging out with gulls is she finds people hard to accept but communicates just fine with animals, all suggesting the difficulty of her transitioning from her upbringing to living in the human world. This is good exposition, it's very show don't tell.
And then just look at the birds, they're fucking smiling and she's pensively kicking her feet back and forth. Then mind-rape girl mentions Guts and Schierke is still petting the seagull but now doing it way too hard and she doesn't realize, she's flustered and it reflects through her interactions with the world. Which is something that's pretty common for her character, like when Guts picks up her hat, etc. You say she has no personality, but the a large part of her character is she finds it difficult to express herself among people so unlike her and instead her personality comes out somewhat indirectly.
She's much better written and done than the rest of the new party imo, I can't begin to imagine how someone could fail to see it.
