If I remember correctly her conversation with Clownpiece was the first mention of all the Hell stuff going on so it seemed like she could've just been lying. Telling her to continue interacting with as much stuff in Gensokyo as possible because it would help somehow just seemed like a way of trying to push Clappy even more into experiencing life outside Hell as a legitimate reward for her. A little after though is when we got Komachi and Kasen's conversation in WaHH that actually confirmed that it wasnt a lie. It could have also been a partial lie, with what she was saying about Hell being the truth but her plans for Clappy not being true. In the faires manga we dont even know what her deal is right now or if she is actually doing anything under Heca's orders.

But yeah, certainly dont see it being relevant in WaHH (which hey, its seem 99% certain its going to be ending soon but you never know).
>>184666686Well yeah, thats basically what I was saying. Though her title as Goddess and title as one of the Ministry's leaders are not one in the same. I havent really given it much thought before, but the Ministry seems to be a very select group and you would actually have to have a desire to be in it. So while it seems like she does nothing, she probably does have some significant role there. Being a Goddess because youre just that strong is one thing, but being a leader of the Ministry of Right and Wrong is another. I dont think they just throw titles around especially if Shiki is an example of how the rest of its members are.
