Also, you are wrong, as even with the Tier Magic sometimes you might need to recharge items, see Clem's stilettos that could only hold a finite amount of Fireball charges. So items can work differently.
Or take for example various pay-to-win one use items that still work in the New World. That makes them magical, so we have Momomga's magical Wish ring that has only unreplenishable amount of charges.

Again, the Draconic Queen polymorphs into a little girl through her magic and she is just a normal human in strength and doesn't need to suck her subjects' souls to keep doing it, which means she isn't losing levels from casting it. You thinking that Dragon Lords HAVE to use other souls to cast their spells is nothing but headcanon.
