Tatsumi would fare well too since he's impliyed to be not far from Matsuo's level, perhaps even in the same tier.
Crybaby Sakura is a beast, objectively above Tatsumi, and he'd clearly be a match for Matsuo. I think he'd be a big threat in the Bakiverse, like way more threatening than the prisoners for example.
Tatsumi would fare well in his last iteration. He's not on the main crew level but he's growing quickly and it's obvious that Garouden stops at the start of his adventure.
You also forgot Jyumei Kuga who's an absolute monster and probably Doppo tier too.
