Akira Toriyama by his own admission didn't ever think more than a few chapters ahead, and simply wrote what he felt was most entertaining to both himself and the audience
Dragonball had no internal consistency or "lore" or shit like that. The author himself regularly forgets characters that you obsess about their "power level" - even though the entire concept of Power Levels was introduced to show that the villains were retarded for focusing so much on hard numbers.
Roshi blowing up the moon was just a clever way for Toriyama to write around Goku's full moon transformation. He brought the moon back later because he wanted to. Vegeta's taunt that he could "blow up the whole planet" was just a throwaway line meant to show that Goku couldn't afford to lose (forcing him into his x4 kaioken for story purposes) and was never meant to establish some permanent category of "planet busters" that autists would argue about 30 years later
