Basically portals open and monsters start pouring out if they're not closed in time, but people gain magic powers to fight them. You're stuck at the level you first got, so Class E untermensch will always be inferior to Class A pvre Aryan Chads no matter how much they seethe.
Main character Suck Jerk Wong (Sung Jun-Woo) is a wussy Korean boy with an ungrateful sister, a saintly mother in a coma and a daddy who went out for cigarettes. He's also a Class E hunter i.e. Everyone's prison bitch.
After a dungeon raid gone wrong he finds he can level up like in a vidya game. He rapidly, and magically, gains one foot of height, gets a better haircut, gains more muscles and can talk to girls. He's now so hot random nurses hit on him and Instagram models take selfies with him.
Oh yeah he also gets to DUAL-WIELD DAGGERS and conjure an ENDLESSLY RESPAWNING SAMURAI GHOSTMAN ARMY OF LOYAL SHADOWS, and quickly becomes the most powerful person in the entire world, with the combined firepower of every first-world military at once.
At one point he addresses the UN as basically a sovereign nation telling them he'll help save the world.
Also an unstated moral is that the Japanese can't be trusted, and that two bombs weren't enough. Americans are cool but not as cool as Korea, but watch out for the darkies.
China is okay but no-one actually cares about China.
