1. Gohan and Gotenks both already failing against Buu;
2. Separating the main cast from Goku and Vegeta and/or nerfing them to avoid the obvious "why didn't they call them to fight?";
3. Limited worldbuilding, with Buu already being established as the most dangerous villain in the universe (can't use the dormant evil trope anymore, not even explore the demon realm since Dabura was Buu'd, meaning no one down there would be stronger).
The only alternatives were expanding the universe into a multiverse and using the "guy who sealed Old Kai", which Super did. But none of the sequels managed to escape the 3 points above: Super struggled to use the kids and Gohan after their defeats in Buu saga, Daima and GT both tried nerfing Goku and Vegeta which is never not a stupid move and all three having to bullshit strong characters that were never mentioned before because Shin is incompetent.
