An empire waistline was designed to make women look pregnant after the Queen of England during the time got pregnant, that's how the style started. So wearing it when your already fat makes you look even rounder.
The lace sleeves look strained at the top and I'm sure she's picked the right size for her, it's just the pattern. The scalloped edges give the illusion that her arms are wider. The ruffles on the forearm keep her entire arm very heavy and ensure there's not a bit streamlined or petite any where. The ruffles are not voluminous enough to look like a dramatic choice, they just look awkward.
The lace of the tights doesn't match the lace any where else, and since a good portion of her outfit is drawing attention to the pattern of the lace on her shirt the bottom doesn't go.
This has nothing to do with fitting her body type, but the head pieces don't go together. She should leave the crown and add cream pearls to it to match the dress and ditch the wings and black bow.
