Korra: The whole police force has it and Bolin is ashamed that he can't metalbend. It is used just as any other style of earthbending.

Korra: Illegal technique we have laws against. Family can ignore the full moon requirement just cause. Literally said to be a special ability. Tries to cite combustion man as an example of another special ability even though there was a clear and specific technique and form to how he did his bending.
