The fact he was willing to risk his life to save his town already proves hes a worthy leader, and he has a mutual love with his people. This is just the working class standing up against a flawed government.
Grime is arrogant and power hungry, but he's also more competent and willing to reward hard work and success. He did treat Sasha well despite being a "monster" in amphibian society, he wouldnt be the type of toad who would opress others just to follow a specific heirarchy.
