Also, Batman's useless because Gotham's a corrupt hellmouth run by literal demons that drive the citizenry into violent madness and nothing short of a literal act of god could ever bring peace and law to that place, and the Punisher is useless because staying dead is canonically optional for every living person in Marvel.
In fact, if you want to get technical, Batman's actually worse than useless, he's unknowingly helping the demons commanding the hellmouth, but I digress.
But I fucking digress, the point is characters should be accountable for what they are trying to and expecting to accomplish and their chosen methodology. Frank's expecting to accomplish fuck all. He kills people because in his view they deserve punishment. That's all. It's reactionary, not goals oriented. He's not fighting crime. Batman is a crimefighter and a shitty one, at that.
