Robin could go from a young boy to a young adult and evolve into Nightwing, Batgirl could be seriously injured and leave the mantle open. Characters who died (besides the trinity) could stay dead, characters could retire. Replacement meant something. Legacy mattered. Connor Hawke was the only Green Arrow from 1994 to sometime in 2001. A whole 7 years. These days such changes wouldn't last 2, and his reign was on the shorter side. Barry was dead for over 20 years, Hal was gone for like 11, Tim Drake was Robin and it looked like Jason was never coming back. Fans had a chance to connect with them and grow to love them. A lot of modern legacy characters, for Marvel and DC, aren't afforded this time. And a lot of legacy characters from that era are now trapped in the shadows of their original hero who has the mantle again and so no one knows what to do with the legacy hero.
