For starters, Bugs was created in the late 30's and attained prominence in the 1940's, not the 1950's. As big as Tom and Jerry were, they're not Bugs Bunny big.
Felix was in one short film in 1919. Animation didn't start to pick up until the 20's. I wouldn't even have the 1910's there.
I'd argue that Popeye is more important for the 1930's than Betty. But maybe they should just both be there. Of course, if you really wanted to get into it, Snow White had more of an impact on our culture than both Popeye and Betty combined.
Scooby should be 1970's. 1960's belongs to The Flintstones. Nobody gives a fuck about Fat Albert besides some internet memes.
1980's are Ninja Turtles. This is not up for debate. Turtle popularity was so massive it spilled over into the first half of the 90's.
The 1990's are NOT Ren and Stimpy. Assuming we're sticking to western cartoons only and disregarding Pokemania or the global explosion of Dragonball popularity, The Simpsons handedly take the 90's and there is no argument here. Even if you wanted to argue them as 80's characters, the first episode came out in december of 1989 so piss off.

2010's, as much as it pains me to say it, are probably fucking Minions or gen 4 ponies.
