That pretty much means new one shot villains like the Canadian ninjas or that professor guy, or HYDRA, who are already Nazis. They don't want to put that much baggage on the other villains in case they're needed for a film or something.
What would be interesting is if you had an issue where the Wrecking Crew shows up in Jersey City to do some crime, they see Ms. Marvel and just hightail it out of there back to New York. Ms. Marvel tries desperately to stop them crashing through everything on their way out of town, but her powers aren't exactly made for containment. The entire time she's trying to get them to stop and fight, quip, even acknowledge her presence but they just ignore her. They make it to Manhattan and Spider-Man is waiting for them and it's like a switch is flipped, and they go full classic super villain against him, still ignoring Kamala. After they're all webbed up, Kamala asks them what the hell was their deal and one of them says that with their priors, they can't afford to add a hate-crime modifier to their felonies. "We may be bad guys but we're not racists!" Kamala lectures them on how treating her different than a white superhero is racist in itself but they're all "But not according to the letter of the law!"
And then it turns out it was Miles as Spider-Man an everyone has a good laugh as the Wrecking Crew goes off to jail for the next 40 years.
