Don't get me wrong, I'm not suggesting redemption, but it's possible for villainous characters to change while still remaining evil. And yes, that includes becoming worse.
Maybe if Starscream had been even more powerful in the beginning and then basically had a series long breakdown, but like

Maybe if he lost his sophisticated airs and the likes and becoming more savage, that could have been interesting.
But Prime!Screamer became more of a joke. He didn't change as much as he lost aspects of his personality, and that doesn't really make for a satisfying arc.
