The 2008 crash might be pushed back a few years, but would still be inevitable. Gore's successor probably bails out the banks because that's what having got parties in your pockets is for.
The real kicker would be how Gore would have reacted to the Russian invasion of Georgia in 2008, assuming it still takes place.

Iraq War doesn't start in 2003, but at some point between 2004 and 2012 either when Saddam Hussein croaks or the Arab Spring starts, whichever comes first, and his regime collapses into civil war. Instead of invading Iraq on the pretext of WMDs, US troops are sent as peacekeepers to clamp down on the violence before it starts spilling over into the Gulf States as well as keep Iranian influence out of Iraq in general.
