Why do Americans think this is an epic "gotcha" argument? If government regulations and social programs are all you need to be a socialist then virtually every country on the planet is socialist, and has pretty much always been socialist. America has had social programs since the late 1800s, and government regulations and intervention into its own economy since its founding.
If you agree that every country is socialist then the word "socialist" effectively has no meaning, it can describe literally anything and everything and there is no meaningful way to distinguish a socialist country from a non-socialist country because by your own definition virtually all countries are socialist.
