Most of these Settlers would have been born in Portugal, there wouldn’t be any hint of an ethnogenesis, truly only the oil money (and how much it is, dozen of billions!) would make them stay. Plus they’re surrounded by Zaire, socialist Congo, they’ll beg for military protection
But ideally it should be kept in Portugal following a referendum
