The total contribution of Savonians to Finns is obviously going to depend on what North Ostrobothnians are. I don't think anyone really knows beyond them having more closer genetic ties to Savonians than SW Finns.
It's certainly at least 18% - the population of Savonia in the 1930s. At most it could be 30% if we include all influenced areas.
25% seems like a nice middle of the road number.
Btw, I think the total contribution of Tavastians to Finns might be over 40% if we go back far enough. People in SW Finland and Savonia obviously share Tavastian ancestry. It's not gonna be absent in Karelia either.
