The monster is made of waste and pollution, so that can be used more effectively than making people skeletons. People having breathing troubles, skin rash etc just being near the places Hedora has been. That would have added to the fight more interesting elements, as Herodah wouldn't have the need to directly attack Godzilla, just let its splooge and waste poison him in various ways. The only other monster who fights in this indirect way is Mothra, and he always has decent fights. This doesn't exclude full body contacts. While they did use Hedorah's poisons a bit, they were laughable and were pretty much just a plot device. As a comparison, Biollante had a good first contact with Godzilla. Hedorah didn't.
However, the plot needs almost a complete rewrite and I'm far too tired to start thinking how to salvage it. Neverthless, the whole film really boils down on not having an overall cohesive wholeness with the pollution thing. Much the radiation and nuclear testing in Mothra Vs Godzilla, it's handwaved off whenever it's offscreen and the rest of the time it's hamfisted. The movie is as subtle as an elephant in a chin store when it does bring out the pollution issues.
Ken's visions of Godzilla fighting against pollution also needs to be removed. Heisei era did psychic characters better anyway. There's also no true explanation why Hedorah is attacking human cities outside EVIL. As an example, make him seek pollution, which then would naturally lead him into the source of said pollution. Or make him some other creature that absorbed pollution and is on a revenge run. Fuck, making it a corrupted Mothra would've been better than just a monster made of shit rampaging around.
