In the writers summit in August 2017, when they were brainstorming episodes, they had some ideas about the Dragonlands and Garble was going to be Smolder's brother, but there was nothing about reforming him yet. They wanted an episode about Caballeron's origins, and they wanted Fluttershy with DD, but still nothing about Ahuizotl.
Two months later, when they were grouping the ideas into episodes, Garble's episode was still pretty different but at this point he already had a big role. On the other hand, the Daring Do episode didn't mention Ahuziotl yet.
I didn't find anything else here, and in the episode folders the premises were much closer to what we finally got: in the first premise of Sweet and Smoky, Garble is definitely the hero of the episode, and in the premise of Daring Doubt, Ahuizotl was already a misunderstood guardian, so both "reformations" were decided at some point between the Potential Loglines and the actual premises.
Considering that the reformations weren't decided in any summit, they aren't key points of the season, they aren't part of any arc, I think Haber and Dubuc simply decided them on their own.
Interestingly, I found a note by Eliza Hart (Hasbro) about the premise of Daring Doubt:
