Instead of To Where and Back Again turning Starlight into Chrysalis' ultimate rival, maybe it could have been that Chrysalis has stolen Flurry Heart (since stealing babies is literally what changelings are meant to do, historically) and it's up to Cadance to not only get Flurry back, but to eventually redeem Chrysalis by showing her that there's a different way to find love other than stealing it.
Cadance is literally the Princess of Love, there really is no one better to redeem the villains who literally feed on love than her.
And if you want to go all in on the Wicked themes, maybe Cadance chooses to befriend Chrysalis after rescuing Flurry Heart and understanding why she did what she did, but they ultimately choose to part ways at the end, with everyone else still believing that Chrysalis is evil. Maybe she is taken aback by her new reformed/healed appearance or feels too guilty at what she tried to do in the face of Cadance still offering her redemption even in spite of her evil actions, and chooses to run away leaving only Cadance knowing the truth of what happened.
