One could even argue that her being reformed was less about Twilight deciding she deserved a chance, and more a result of that being the only readily available way to stop her at the time. Remember that in the season 7 finale, Twilight was right back to being ready to banish someone forever until Glim intervened and pointed out that redemption could be on the table. If you want to bring up Cozy Glow, I agree her penalty was far too harsh, but it's not inconsistent for the M6 to not bother trying to reform an unrepentant villain like Sombra.
