The way you describe the process for balancing guns is incongruent with reality. This isn't terribly alarming, since VAC usually bans the latest cheats in waves, and it's been several months since the last banwave, so at peak hacker level they're still more of a minor annoyance than a widespread problem. As for smurfs, the likelihood of them making up a full 4% of MGE players is very low. Why? Because post rank-update, MGE and above is roughly 18% of the entire playerbase, (

What is more likely is that in public server pugs, the random nature of the team selection creates both teams that work very well together, and teams that don't fit together well and consequentially do shit.
