Where ITCON is told from the top of a merc company numbered in the thousand+, I'm guessing the Fifth Territorial is only a few dozen or hundred. Maybe it was stated and I haven't seen it yet.
In the books, The Black Company varies a lot in size, and this story continues to be inspired by them.
In this case, the Fifth Territorial goes where they're ordered to go, and has extremely poor communication from the higher-ups. It's period-approriate, I guess. The higher ups also clearly do not care much for them, due to racism.
ITCON has some "directionless" moments as well, they were low points.
Here, I'm finding it nicer. Maybe even charming as the Gilda and Twiggles are more or less left to their own devices and try to find ways to help the war effort in whatever way they see fit. I'm generally liking this "SOL" way of storytelling, however there is a lot of it in this story and I can definitely see how someone would rather see an obvious direction and motivation.
Earlier, while I was reading, I was slightly alarmed to think that I needed to post thought and opinions about the story. I was content to just absorb it.
