Luna watches over dreams through her magic, but how long does that take in real-time? She seems to also get around physically during the night, so that's a lot of different things that seem to require some attention. Perhaps she can passively monitor activity and only focus when something seems out of the ordinary. Perhaps it's an action that flows in different perceptions, such that it takes mere moments in the waking world. Perhaps she has a separate psychic projection that can watch while she deals with material affairs.
