Democratic representation in Equestria - perhaps it's not an elective monarchy, but most of the other leadership positions seem to have duly appointed ponies. And griffons. Still, there's not a lot to go on from there; it's not really been a focus, after all, and there's the question of term limits, anyhow. With Mayor Mare being as young as she is, though, she surely had a predecessor in Ponyville. Granny Smith would know all about it; heck, depending, Granny may have once served in that capacity. Maybe there's a commemorative plaque in storage.
With all that the Elements do on a regular basis, though, they may not quite have the time to truly assume a sedentary role in local politics. Some deputy would end up being the de facto official.
