the magical nation is obviously a pseudo Diarchy where two rulers completely rule over a nation. They were brought up on magic, control anything related to magic, such as Nature, somewhat animals, etc. According to most of their history, they don't usually start a war, but, rather, accept declarations of war and prepare accordingly. However, they're obviously not stupid. Considering an entirely new nation is coming about with the founder being something of a different species, they would definitely try to either A. try to make peace with that nation and co-exist, most likely learning some of their technology, or B. manage to steal information and/or technology itself and reverse engineer to gain a better understanding. In case of war, they know what they're fighting and can possibly even retaliate with the same force ALONG with their magic.
the technological republic cannot exercise the same course of action IF they decide to forsake magic entirely, which is what the founder most likely considered at many points. Without magic at all, they risk the possibility of one day completely losing any edge or deterrence they have against other nations. technology can be copied or stolen, while magic cannot unless its under specific circumstances.
ALL of this, however, it rendered null and void if one simple thing happens. If this technological society were to accept magic at ANY point, they would be on par with the diarchy at almost any given point. the possibility of peace into eventual war would be equal, with both sides being able to defend themselves.
In other words, no one nation will permanently be weaker than the other IF both nations were to adopt each other's ups and downs. That, of course, is decided by the rulers, one of them being quite stubborn about subject
