Pooltoys are inanimate objects, so pooltoy TF is generally considered inanimate TF. However as you note that often doesn't stop the subject from being alive, and I've heard it called "animate inanimate". In this case inanimate is more of a shorthand to mean "object", rather than truly becoming inanimate.
Though I guess it depends on the context as well. If you're talking about inanimate transformation and petrification and the like, then animate inanimate is probably going to be considered off-topic.
OCs which are simply meant to be pooltoys generally fall into the same fetish category anyway, even if TF isn't involved.
...At least, all of this is my understanding. I'm not actually into TF; I'm into latex which is adjacent to stuff like latex ponies and thus bleeds over slightly into pooltoy ponies, but I'm probably still less well-versed on the nuances than someone for whom this is their main fetish. There's also a lot less pony content for the weirder stuff than furry content (and, incidentally, most artists that draw ponies for these fetishes are either also furries, or over time became furries and in some cases even stopped drawing pony entirely).
