Yes, I think it might be cloudflare; connecting from a different geolocation works.

US is fine, as far as I'm aware.

Next time you get it, load http://tulpa.info/ and see if that also has it. They are both hosted on Cloudflare so it should tell us whether this is a Cloudflare datacentre messing up or if moot is trying to purge Brits from the site

Cloudflare has a dozen ips, one of them is bad and throws these errors. It's pot luck when you get that ip. I think it's called anycast
